WinLane has two parts: the desktop app on your PC, and a stats server at stats.winlane.app that looks up Riot data for the app. Neither has accounts, ads, analytics or tracking, and nothing is sold or shared with anyone.

The app on your PC

Reads champion select, your profile, match history and game results from the League client running on your PC, over a local connection.
Saves your settings, matchup notes, custom rune pages and a cache of your match history in %LOCALAPPDATA%\WinLane. These never leave your PC unless you export a backup yourself.
Downloads champion, item and rune images from Riot's Data Dragon and CommunityDragon. Those services see your IP address like any website does.
Never asks for your Riot password or a Riot API key.

The stats server

When you look up a player's rank or match history, or load Challenger builds, the app asks the stats server, which asks the Riot Games API.

What it receives: the League server (for example NA or EUW), the Riot ID or player ID being looked up, which page of history, or the champion, lane and patch for builds. Like any website it also sees your IP address.
Riot responses are cached in the server's memory so the same lookup isn't repeated: about five minutes for ranks and match lists, and longer for finished matches, which don't change. The cache is cleared when the server restarts.
IP addresses are kept in memory for about a minute to limit how many requests one computer can make. They are not written to disk or logs.
Request logs are not kept. The server doesn't record who looked up whom.
Challenger builds are stored with the match ID, champion, items, runes and spells, labelled only as "Challenger #1" and so on. No player names are stored.

Riot Games

Player data comes from the Riot Games API under Riot's terms. WinLane only shows what Riot or the League client reports and doesn't guess missing stats.
